Manipur Signs Suspension Pact With Kuki-Zo Insurgents

- The Indian government has renewed a Suspension of Operations (SoO) pact with Kuki-Zo insurgent groups in a major effort to restore peace in Manipur.
- The agreement was signed by the Ministry of Home Affairs (MHA), the Government of Manipur, and 24 insurgent groups operating under two main umbrellas: the Kuki National Organisation (KNO) and the United Peoples Front (UPF).
- This development is a significant step towards addressing the ethnic violence between the Meitei and Kuki-Zo communities that has plagued the state since May 2023.
- The renewed pact coincides with the Prime Minister’s scheduled visit to the state, highlighting the government’s commitment to finding a resolution.
Key Features of the Revised Pact
- The new SoO agreement aims to create a more controlled framework for dialogue and stability. The revised pact, signed on September 4, 2025, includes several key provisions:
- Stricter Monitoring and Oversight: The pact establishes tighter control over insurgent cadres and their activities.
- Relocation of Camps: It mandates the relocation of militant camps to designated areas.
- Financial Transparency: The agreement introduces measures to ensure financial transparency among the groups.
- Adherence to the Constitution: All signatory groups must respect and operate within the constitutional framework of India.
- The renewed pact also sets the agenda for future talks, which will focus on the Kuki-Zo groups’ long-standing demand for a separate Union Territory with its own legislature.
