Extreme Heat: Urban Heat Island effect → cities hotter by 3–5°C, worsening mortality, health risks, and productivity loss. Transport: Nearly 25% of roads flood-prone; even partial waterlogging can paralyse urban mobility. Housing: Over half of future housing yet to be built; poor design can lock in risks for decades. Municipal Services: Weak drainage, waste, and energy networks worsen shocks and pollution.   Why Climate-Resilient Cities are Needed Safeguard Lives: Preparedness against floods/heatwaves reduces mortality and displacement. Protect the Economy: Cities contribute 70%+ of GDP and jobs; resilience safeguards economic continuity. Inclusion: Poor and migrants are most exposed; resilient design ensures equity. Cost-Effective: Proactive adaptation lowers future losses and attracts global investment.   Key Challenges Weak ULBs: Limited capacity, finances, and expertise for resilience planning. Fragmented Governance: Overlapping roles among states, ULBs, and parastatals slow decision-making. Financial Constraints: Low municipal revenues; limited access to global climate finance. Poor Planning: Encroachment on wetlands/floodplains amplifies vulnerability. Inequality: Informal settlements remain exposed to hazards with minimal protection.   Indian Initiatives NAPCC & SAPCCs: Frameworks for mainstreaming climate action. Sustainable Habitat Mission: Greener buildings, transport, and waste systems. Smart Cities Mission & AMRUT: Incorporate resilience into infrastructure. Heat Action Plans: Initiated in Ahmedabad; now scaled nationwide. PMAY-Urban: Scope for integrating climate-smart housing.   Strategies for Resilience Urban Planning: Compact cities; disaster-resistant building codes; zoning restrictions in high-risk areas. Flood Management: Wetland restoration, modern drainage, predictive flood systems. Heat Resilience: Tree canopies, cool roofs, shaded walkways, adjusted labour hours. Transport Systems: Elevated, redundant networks to stay functional during floods. Municipal Services: Climate-proof sanitation, waste, and energy systems with circular economy principles. Finance & Partnerships: Mobilise PPPs, green bonds, climate funds; encourage citizen participation. Capacity Building: Training ULB staff; GIS/AI-based risk mapping; institutional strengthening.   Conclusion India’s urban future depends on building cities that can withstand climate shocks while ensuring sustainable growth, equity, and ecological balance. Climate resilience is not only about disaster response but about long-term survival and competitiveness. The window of opportunity is narrow — action must begin now. Melioidosis

Syllabus: GS2/Health; GS3/Science & Tech Context Andhra Pradesh has reported its first confirmed case of melioidosis in Turakapalem village, linked to 23 unexplained deaths since July.   About Melioidosis Causative Agent: Bacterial infection caused by Burkholderia pseudomallei. Transmission & Reservoirs: Found in soil and water, capable of surviving for years in contaminated environments. Person-to-person transmission: extremely rare. Animal-to-human / insect-to-human transmission: not documented.   Vulnerability: Usually mild in healthy individuals. Severe or fatal in those with diabetes, chronic kidney/liver disease, alcohol dependence, or cancer. High-risk groups: military personnel, adventure travellers, eco-tourists, and workers in agriculture, construction, fishing, and forestry.   Geographic Distribution: Endemic: Southeast Asia & Northern Australia. India: Under-diagnosed and underreported; first indigenous case detected in Mumbai (1991).   Seasonality: 75–85% of cases occur during the monsoon/rainy season.   Symptoms: Range: mild flu-like fever, headache → severe pneumonia, chest pain, persistent cough, skin sores, or internal abscesses. Often mimics tuberculosis, leading to frequent misdiagnosis.   Prevention & Management: Safe drinking water, protective gear for at-risk workers, and good hygiene practices. No vaccine available to date. Syllabus: GS3/ Economy  Context The global market capitalization of stablecoins has more than doubled in the past 18 months, reaching nearly $280 billion, raising new regulatory and financial stability concerns.   What are Stablecoins? A class of cryptocurrencies designed to maintain a stable value by pegging to underlying assets such as: Fiat currencies (e.g., USD, Euro), Commodities (e.g., gold), Other cryptocurrencies, or Algorithmic mechanisms. Difference from CBDCs: CBDCs are sovereign, central-bank issued digital currencies. Stablecoins are privately issued and may also be pegged to foreign currencies.   Global Scenario United States: Enacted the Genius Act, mandating: Full backing of stablecoins by liquid assets (cash, T-bills). Mandatory disclosures for transparency. Japan & Singapore: Introduced targeted regulatory frameworks for stablecoins. China: While prioritizing its sovereign digital yuan, it is also exploring yuan-backed stablecoins. Autism risk due to paracetamol

Syllabus :GS2/Health In News The U.S. Health Secretary is expected to announce a possible link between autism and prenatal exposure to paracetamol (acetaminophen/Tylenol), a widely used over-the-counter pain and fever medication.   Paracetamol Use in Pregnancy Recommended by global medical bodies as first-line treatment for pain and fever during pregnancy. Untreated maternal fever/pain can lead to serious fetal risks: Heart & neural tube defects Preterm birth, miscarriage Maternal complications Guidelines: Use judiciously, at lowest effective dose and for shortest duration, under medical supervision.   Autism Spectrum Disorder (ASD) Nature: Group of neurodevelopmental conditions affecting social interaction, communication, and behavior (e.g., sensory sensitivities, resistance to change). Causes: Multifactorial → genetic + environmental factors. Vaccines (incl. MMR) are not a cause; earlier claims were flawed. Vaccine ingredients (thiomersal, aluminium) have no proven risk. Impact: Affects education, employment, family life. Often diagnosed later, though early signs appear in childhood. Co-morbidities: epilepsy, ADHD, anxiety, sleep disorders.   Assessment & Care Interventions: Early, evidence-based therapies improve communication, social skills, quality of life. Approach: Care should be individualized, with coordinated support across health, education, and social sectors. Challenges: Stigma, discrimination, and limited provider awareness lead to unmet health needs. Need: Accessible, inclusive, and rights-based services for autistic individuals.
