- The Government of India announced the annual licensing policy for opium cultivation under the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985.
Background
- India is the only country in the world legally producing opium gum for medicinal & scientific purposes.
- Cultivation is strictly regulated by the Central Bureau of Narcotics (CBN), Dept. of Revenue, Ministry of Finance.
- Historical legacy: India was a major opium producer since Mughal & British times (e.g., Opium Wars context).
Key Provisions
- Licensed Cultivation States: Madhya Pradesh, Rajasthan, Uttar Pradesh (specific notified tracts).
- Annual License: Farmers must apply each year.
- Minimum Qualifying Yield (MQY): Farmers must produce a fixed minimum morphine content in latex → failure may lead to license cancellation.
- Procurement: Entire produce compulsorily sold to Government at fixed procurement prices.

Alkaloids derived from opium gum:
- Morphine – pain management, palliative care.
- Codeine – cough syrups, analgesics.
- Thebaine – raw material for semi-synthetic opioids.
Significance
- Medicinal Security: India supplies opiates for essential drugs worldwide under UN conventions.
- Revenue: Government monopoly ensures regulated trade.
- Farmers’ Livelihoods: Supports farmers in drought-prone tracts of MP, UP, Rajasthan.
Challenges
- Diversion Risk: Threat of illicit trade & narcotics trafficking.
- MQY Controversy: Farmers penalised for crop failure due to natural causes.
- Global Alternatives: Synthetic opioids (fentanyl) reducing natural opium demand.
- Climate & Crop Vulnerability: Opium cultivation sensitive to weather patterns.
Do You Know?
- India is a signatory to UN Single Convention on Narcotic Drugs (1961) → regulates opium cultivation only for medical & scientific use.
- China, Turkey, Australia also grow opium but only in concentrated poppy straw (CPS) system, not opium gum like India.
- Neemuch (Madhya Pradesh) is headquarters of the Central Bureau of Narcotics.
