CoWIN Portal

What it is:

• • CoWIN (COVID Vaccine Intelligence Network) is a government-run digital platform designed for registration, scheduling, tracking, and certification of COVID-19 vaccinations.
  • Functions as an end-to-end public health management tool, extending from the national level down to individual vaccinators.
  • Launched in: January 2021, during India’s mass COVID-19 vaccination campaign.
  • Nodal Ministry: Union Ministry of Health and Family Welfare (MoHFW).

Objectives:

• • To deliver a transparent, efficient, and real-time vaccination ecosystem.
  • To ensure equitable access, identity verification, dose-wise tracking, and digital certification for every beneficiary.

Key Features:

• • Five Modules:
  • Orchestration (overall coordination).
  • Cold-chain (logistics and vaccine storage).
  • Citizen registration (self/bulk registration).
  • Vaccinator (session & beneficiary management).
  • Certificate, feedback & AEFI (Adverse Event Following Immunization) reporting.
  • Integration: Linked with CoWIN website, Aarogya Setu, UMANG, and DigiLocker.
  • Authentication: OTP-based, biometric, and demographic methods.
  • Real-time tracking: Beneficiaries, vaccine doses, wastage, and coverage across all administrative levels.

Significance:

• • Enabled the administration of over 2 billion vaccine doses with digital records.
  • Became a global model of a digital public good, offered to other countries in 2021.
  • Vaccination certificates issued via CoWIN were crucial for travel, employment, and public services during the pandemic.

Recent Development (2025):

• • Since August 2025, the portal has been non-functional, blocking access to vaccination certificates and raising concerns about digital continuity, health data security, and public service delivery.
