A Historical Perspective

Historical Background:

  • Nizam Era and Bureaucratic Foundations:
    • Modern public administration in Hyderabad State began during the rule of Mir Mahaboob Ali Pasha, VI Nizam (1869-1911).
    • Sir Salar Jung I, the Diwan, introduced reforms to streamline governance, laying the foundation for the Hyderabad Civil Service.
    • Significant reforms included the 1892 Constitution, which formalized personnel management, and the 1919 Firman, which established the Hyderabad Civil Service Committee for merit-based recruitment.
  • Hyderabad Public Service Commission:
    • Established on April 27, 1947, during the rule of Mir Osman Ali Khan, the last Nizam.
    • Modeled on the British Provincial Public Service Commission, it consisted of a Chairman and up to four members.
    • It played a vital role in recruiting and managing civil services in the Hyderabad State.
    • Post-Police Action (1948), the Commission’s officers were absorbed into Indian administrative services.
    • The Hyderabad Public Service Commission was later merged into the Andhra Pradesh Public Service Commission in 1956, following the reorganization of states.

Formation of Telangana and TGPSC:

  • The Telangana State was officially formed on June 2, 2014, under the AP Reorganization Act, 2014.
  • Section 83(2) of the Act mandated the creation of a Public Service Commission for Telangana.
  • The Telangana State Public Service Commission (TSPSC) was constituted through GO Ms No.43, dated August 8, 2014.

 

Establishment and Vision of TGPSC:

  • TGPSC was created to:
    • Oversee direct recruitment for various government posts in Telangana.
    • Ensure transparency, efficiency, and merit-based selection processes.
  • Prof. Ghanta Chakrapani, a renowned academician, journalist, and political analyst, was appointed as the first Chairman of TSPSC through GO Ms No.169, dated December 17, 2014.

 

Legacy and Mission:

The TSPSC carries forward a rich legacy of over 150 years of merit-based recruitment, rooted in the Hyderabad State’s historical emphasis on efficient governance. As a successor to the Hyderabad Public Service Commission, TSPSC is committed to selecting the best talent for rebuilding and advancing the state of Telangana.

 

Functions of Telangana State Public Service Commission (TGPSC)

The Telangana State Public Service Commission (TGPSC) performs various functions as outlined in Article 320 of the Indian Constitution and its regulations. These functions ensure efficient recruitment, governance, and administrative management in the state. Below are the key functions of TGPSC:

  1. Recruitment to Civil Services:
    • Conducting direct recruitment examinations for various state government posts.
    • Selecting candidates based on merit, transparency, and efficiency.
  2. Advice to Government:
    • TGPSC provides recommendations to the Government of Telangana on:
    • Methods of recruitment for civil services and posts.
    • Principles for appointment, promotion, and transfers of personnel.
    • Disciplinary matters, including cases of misconduct and penalties.
  3. Conduct of Departmental Examinations:
    • Organizing departmental examinations for promotions within government services.
    • Certifying the competence of in-service candidates for higher positions.
  4. Framing and Amendment of Service Rules:
    • Assisting the government in formulating or amending service rules for various departments.
    • Ensuring these rules align with state and constitutional provisions.
  5. Recruitment by Transfer and Promotion:
    • Advising on promotions and appointments by transfer within government departments.
  6. Handling Disciplinary Cases:
    • Providing consultation on disciplinary proceedings and recommending appropriate actions.
  7. Temporary Appointments:
    • Advising the government on temporary appointments exceeding one year in cases where direct recruitment is delayed.
  8. Pension Cases:
    • Advising on claims for pensions and settling disputes related to service tenures.
  9. Conduct of Interviews:
    • Conducting interviews and oral tests for recruitment to posts where necessary.
  10. Research and Development:
    • Continuously improving recruitment procedures and examination systems.
    • Leveraging technology to ensure fairness and transparency in selection processes.
 
Additional Responsibilities:
  • Ensuring reservations and other provisions for underprivileged sections are implemented during recruitment.
  • Acting as a nodal agency to maintain the integrity of the recruitment process.
  • Supporting the government in workforce planning and development.

TGPSC Group 1 Selection Process 2024

The selection process for TSPSC Group 1 consists of two stages:

  1. Preliminary Exam
  2. Mains Exam

Candidates must clear each stage to qualify for the next and ultimately be selected for the desired post.

 

TGPSC Group 1 Exam Pattern 2024

Prelims Exam Pattern

  • The Preliminary Exam consists of one paper with 150 objective-type questions.
  • Each question carries 1 mark, for a total of 150 marks.
  • The exam duration is 2.5 hours.
  • There is no negative marking for incorrect answers.
  • The Prelims Exam is qualifying in nature, and its marks will not be included in the final merit list.
  • Exam Language: English, Telugu, and Urdu.

Telangana State Public Service Commission conducts the TSPSC Group 2 exam for Group 2 services for various posts such as Assistant Labor Officer, ACTO (Assistant Commercial Tax Officer), Sub-Registrar Grade-II, Extension Officer, Municipal Commissioner Gr-III, Prohibition & Excise Sub Inspector etc.

1. Nationality and Domicile

  • Candidates must be Indian citizens.
  • Applicants should fulfill the residency requirements of Telangana State, including local or non-local status as per government rules.

  • General Age Limit: 18 to 44 years (for most posts).
  • Prohibition & Excise Sub Inspector: 21 to 30 years.

4. Selection Process

The TSPSC Group 2 selection process consists of two stages:

  • The exam will be conducted in English, Telugu, and Urdu.
  • Candidates must qualify in this written test to proceed further.
